Edit -RSurles.hw8- here. From the role play perspective: 1. My personal impressions of the role play brought to the forefront many of the problems resulting from competing interest. Each household has a different set of criterial to be applied and hopefully met. The sad realization is the not everyone's interest can be staisified. Overall, I belive that this type of process, role playing can be helpful for participants to understand the multiple leves of interest and also to help frame common or shared opinions that dominate in public issues. I would suggest that city planners at all levels participate in this role-play process to better equipt them for understanding the real issues at hand. 2. No. 3. I believe that such activity wil, no doubt, lead to better understanding of competing interest. I cannot emphasize enought how underminding competing interest can be and how derisive its impact can be on reaching some consensus between various stakeholders. 4. What is missing is the emotion that one sees and experiences in real situations. Of course, one cannot feel the depth of that interest in role-playing situations. But we may be prompted by the rules or moderator to such consitions. 5. The technology used in this process is fine for showing visually the context in which public policy issues must be confronted. It is a real time data base for making judgements about resoultion and perhaps solutions to problems facing such communities thoughout our country. I believe this type of technology or variations of it would be most helpful in reaching public consensus. From a designer's perspective: 1. Yes, there is merit, the more we can visualize common problems the better probably governing agencies have in meeting public demand. I would want to see more input from the designer's perspective as to the amount of resources available to address such public problems. 2. Generally people have a difficult time imagining or visualizing anything. So, any typ of technology that can be made available to provide prompting or guidance will help bring consensus to these issues. 3. The limits that I see are relative to being able to change assumptions generated by the role players. If one wants to see what additional time or costs to change the route it should be available to demonstrate right there in front of them. I guess that the PITA board needs to expand its capabilities to handle this type of query. 4. The use of it to educate the common citizens and for that matter the so called experts in city hall and planning the real issues at hand on this and similar problems. Expanding the technological capabilities would be of great importance. A final comment regarding the use of this type of technology in dealing with public policy issues. I believe that it is important that those would are involved in the role playing have some understanding as to how public policy, at the local community, is processed. How is it formulated? How the budget is allocated for certain public service projects. And the other side of the process would be some structure to make the city planners participate with and share in the formulation of those policies with the constituents of the neighborhoods that are dirctly impacted with the decision making. This type of technology would allow for mitigating the artificial barries posed by many citizens, as well as, the city planners. |
