2. In your opinion, defining a bus route within a neighborhood and identifying the various bus stops along the route is better achieved by:

Since the neighboors are the ones who will actually use the buse system they are the most informed about their needs. Whereas, "Planning Experts" will have to do lots of research into the neighboorhood before they implement the system if they want to make a successful bus system, and even then they might not get the right information for the neighboorhood.
